This Comprehensive Privacy Policy & Legal Disclosure describes the policies and practices of Celero Energy, L.P., its subsidiaries, and its general partner entities ("Celero", "we", "us", or "our") regarding the collection, protection, use, and disclosure of personal, operational, and institutional investor information across our digital interfaces, operations portals, and administrative facilities.
1. Information Collection & Sources
Celero collects information directly from institutional investors, mineral interest owners, job applicants, commercial counterparties, and website visitors. Categories of data include:
- Institutional Limited Partners: Legal entity documentation, authorized signatory names, corporate addresses, Taxpayer Identification Numbers (TIN/EIN), wire instructions, accredited investor verification documentation, and multi-factor authentication credentials.
- Mineral & Royalty Owners: Individual legal names, Social Security Numbers or Tax IDs, mailing addresses, ownership percentage deeds, probate records, division order forms, and direct deposit ACH banking details.
- Employment Candidates: Résumés, curriculum vitae, professional licensing history, PEC Safeland certifications, educational background, drug screening verifications, and background check releases.
- Contractors & Vendors: Master Service Agreements (MSAs), certificates of commercial liability insurance, OSHA logs, ISNetworld ratings, and billing remittance profiles.
2. Data Utilization & Lawful Processing
We process collected data exclusively to satisfy legitimate business, contractual, and regulatory purposes, including:
- Executing quarterly capital calls, managing LP distributions, and issuing annual Schedule K-1 tax forms in accordance with U.S. Internal Revenue Code provisions.
- Calculating, validating, and dispersing monthly oil and gas royalty proceeds pursuant to division orders and state statutory requirements.
- Complying with regulatory reporting mandates enforced by the Securities and Exchange Commission (SEC), Texas Railroad Commission (RRC), Louisiana Department of Environmental Quality (LDEQ), Pipeline and Hazardous Materials Safety Administration (PHMSA), and Federal Energy Regulatory Commission (FERC).
- Maintaining the physical security and cyber integrity of our SCADA-controlled pipeline networks, gas plants, and Permian drilling locations.
We never sell, lease, or monetize personal or institutional data. We do not share information with non-affiliated third parties except as strictly necessary to fulfill professional fiduciary duties (e.g., Big Four accounting auditors, reserve engineers, financial depositories) or where compelled by applicable legal process.
3. Financial & LP Confidentiality
Celero adheres to the highest institutional standards of financial privacy under the Gramm-Leach-Bliley Act (GLBA) and SEC Regulation S-P. Confidential capital commitments, Net Asset Value (NAV) valuations, performance benchmarks, and investor schedules are strictly segregated within restricted-access environments accessible solely by authorized fund accounting personnel.
4. LP Portal & Cybersecurity Safeguards
Our secure institutional Limited Partner Portal is engineered to withstand modern cyber threats:
- Cryptographic Standards: All data transmitted to and from the LP Portal is encrypted using TLS 1.3 with forward secrecy. Data stored at rest is secured via FIPS 140-2 validated AES-256 encryption.
- Multi-Factor Authentication (MFA): Hardware security key or time-based one-time password (TOTP) 2FA is mandatory for all administrative and LP credentials.
- SOC 2 Compliance: Our cloud infrastructure is hosted within SOC 2 Type II, ISO 27001, and FedRAMP certified data center facilities with automated intrusion detection systems (IDS/IPS).
5. SCADA & Critical Infrastructure Defense
Celero's 480+ miles of gathering infrastructure and 18.1-mile supercritical CO2 trunkline are classified as critical energy infrastructure. In compliance with the Department of Homeland Security (DHS) and Transportation Security Administration (TSA) Pipeline Cybersecurity Directives, all operational technology (OT) and SCADA networks are physically and logically air-gapped from commercial enterprise business systems.
6. Royalty Owner Records Retention
Pursuant to state statutory requirements in Texas and Louisiana, title opinions, deeds, division order contracts, and disbursement records are maintained for a minimum of seven (7) years following the cessation of production or closing of the underlying property interest, after which they are archived or destroyed according to strict document retention schedules.
7. Cookies & Digital Tracking
The Celero public website utilizes strictly necessary technical cookies to facilitate responsive layout rendering, active navigation states, and secure portal handshakes. We do not deploy third-party advertising pixels, cross-site behavior trackers, or programmatic marketing beacons.
8. State Privacy Rights (Texas TDPSA)
Residents of Texas and other applicable jurisdictions enjoy statutory rights regarding personal data held outside of exempt financial and mineral records:
- Right of Access & Correction: You have the right to confirm whether Celero holds your personal data and request correction of inaccurate records.
- Right to Deletion: You may request deletion of non-essential personal information that is not required for tax compliance, title verification, or regulatory filings.
To exercise these rights, submit a verified request to our Compliance Department at the contact information below.
